Vehicle overview

CDAO AI Talent is the original Basic Ordering Agreement through which the Department of Defense's Chief Digital and Artificial Intelligence Office (CDAO) acquires artificial-intelligence and data-science talent and advisory services. Awarded in 2023 to a pool of 29 industry holders and administered by Army Contracting Command at Rock Island (ACC-RI) under the Tradewinds ecosystem, it gives DoD components rapid, fee-free access to AI/ML, engineering, and program-support expertise through individual task orders. The CDAO expanded the program in 2025 with the larger AI Talent 2.0 agreement.

The agreement covers non-traditional program and technical management support spanning machine-learning model development and operations, software and systems engineering, cybersecurity, applied data science, testing, and training in support of DoD AI programs. DoD components place individual task orders for AI/ML and related technical capabilities.
